Public policies which try to capture bad actors always seem to sweep up innocent people in the process.

It’s not the guilty criminal I’m worried about, but the individuals who happen to be at the wrong place at the wrong time, or “meet the description”. Couple that with this innate presumption of guilt on the part of state agents and you have a recipe for disaster.

The discussion of “Red Flag Laws” has surfaced to get ahead of gun violence. It’s the equivalent of “see something says something” after 9/11 when everyone was suspicious of terrorist activity.

This isn’t new. Woodrow Wilson had neighbors reporting neighbors over subversion. Senator Joseph McCarthy followed a similar tradition of reporting those who were “dangerous to the welfare of the nation” with his infamous blacklist.

A 32-year-old man told deputies he was driving drunk because five bikers were chasing him after they jumped him at Rack’M Bar & Pool.

A deputy observed a vehicle driving at a high rate of speed at 2:24 a.m. on Roseland Road. The driver was identified as Charles Donald Hooper.

According to the deputy, he chased Hooper onto Capewell Court. At first, the deputy lost sight of Hooper but then found him at the dead end with his headlights off, according to the affidavit.

Hooper exited his vehicle and was calling his wife to pick him up. The deputy observed Hooper’s eyes to be bloodshot, glassy, watery, and his speech was slurred. He was also swaying back and forth and side to side as he talked with the deputy, the report said.

When the deputy asked why he was traveling at a high rate of speed, Hooper said he “just got jumped” by “bikers” at Rack’M Billiards and was being chased after the incident.

The Sûreté du Québec has taken over the investigation of an late-night attempted murder in a town southeast of Montreal because they suspect the shooting is related to organized crime.

At around 11 p.m on Saturday officers with the Régie intermunicipale de police Richelieu-St-Laurent responded to reports of shots fired on Rancourt St. in St-Amable, a town about 40 kilometres southeast of Montreal. When they arrived at the scene they found a man who had been shot at least once, an SQ spokesperson said.

“It is a man in his 30s and he was taken to a hospital. His life is not in danger,” the spokesperson said. “The Sûreté du Québec’s major crimes division is working with the Richelieu-St-Laurent police on the investigation. And the reason why the Sûreté du Québec is involved is because the event is related to organized crime.”

According to La Presse, the victim is a 39-year-old man who has been reported in the past to have been the president of the Devils Ghosts, a support club of the Hells Angels. The SQ spokesperson was unable to confirm the victim’s identity or his age.

ANDERSON — Anthony “Tony” Lupica sat on a bar stool inside one of three buildings he recently acquired from the former motorcycle club known as the Ratcoons.

Lupica, 67, said he purchased the property to open a chapter of the Outlaws Motorcycle Club — a nationwide organization known as 1%ers.

The American Motorcycle Association helped coin the 1%er term during a motorcycle rally held in 1947 in Hollister, California.

The organization stated at the time that 99% of the people at their events were God-fearing and family oriented. The other 1% were hard riding, hard partying, non-mainstream people.

Lupica said the term isn’t about the baddest of the bad — they just like to do things in extreme.
